Qingzhen, a county-level city in Guiyang, is aiming to build itself into a "beautiful Qingzhen" during the 15th Five-Year Plan (2026-30), advancing ecological improvement through four initiatives.

To improve ecological quality, Qingzhen plans to implement comprehensive management projects for watersheds such as Baihua Lake and Hongfeng Lake, advance the treatment of acid mine drainage from historical coal mining, and aim to achieve a rural sewage treatment rate exceeding 85 percent. Additionally, efforts will be made to expand the scope of mine restoration and maintain forest coverage at over 51 percent.

To promote green transformation of industries, Qingzhen will establish a demonstration base for the utilization of industrial solid waste, implement an upgraded treatment system for industrial wastewater, foster new industries such as "ecosystem+agriculture" and "ecosystem+cultural tourism", and develop products like mine restoration tours, aiming to achieve an average annual growth rate of over 15 percent in cultural and tourism revenue.

Qingzhen will also advance efficiency enhancement through digital-intelligent ecology. By upgrading the monitoring platform, Qingzhen will expand artificial intelligence-based early warning and intelligent dispatch functions, achieving comprehensive monitoring of air, water, and soil. It will build a smart management system to increase the resource utilization rate of solid waste to over 80 percent and establish a big data center for ecological and environmental management.

To improve public well-being, Qingzhen will add 20 new urban parks and increase the green space ratio in urban built-up areas to 38 percent. It will launch the "ecological benefits for the people" initiative, training 200 ecological caretakers annually.
