Qingzhen city in Guiyang has recently launched two pivotal documents, the "Ten Actions for Promoting High-Quality Education Development" and the "Implementation Plan for Promoting High-Quality Education Development", to enhance its educational landscape.
Qingzhen plans to build or expand 22 kindergartens and primary and secondary schools and will gradually consolidate village-level primary schools and teaching locations to centralize educational resources in towns. Additionally, a comprehensive "county-managed, school-appointed" reform will be implemented to improve teacher incentive and exit mechanisms.
The "Ten Actions" include tailored strategies for each school to promote quality and balanced development in compulsory education, recruitment and introduction of outstanding talent to optimize the teacher workforce, and the establishment of robust teacher incentive systems to ensure legal protection of their benefits. The actions also emphasize the care and protection of left-behind and disadvantaged children, guidance for family education, and the establishment of smart campuses to expand digital teaching applications.
The "Implementation Plan" outlines the construction of 11 kindergartens and seven schools for compulsory education, adhering to the "15-minute living circle" concept. It also sets a target of raising the proportion of teachers with bachelor's degrees or higher to over 90 percent by 2030, by which time more than 400 teachers are expected to hold senior professional titles.
To achieve these goals, Qingzhen will increase funding to build and expand schools and classrooms, thereby increasing available student slots. The city will also work to close the urban-rural education gap through regional cooperation, group-based schooling, urban-rural partnerships, joint talent development, and the sharing of digital education resources.
