The Qingzhen Economic Development Zone has implemented an innovative "3+2+3" enterprise service mechanism to address challenges faced by companies in terms of high logistics costs and high transportation loss rates in exports, opening up a new channel for enterprises to expand abroad.
The "3+2+3" mechanism integrates three channels for collecting demands – county-level leadership visits, feedback from enterprises, and assignments from higher authorities. With the support of enterprise service records and service assignment forms, a three-tier problem resolution system has been established, ensuring timely resolution by responsible departments, collaborative efforts at the service platform "Enterprises' Home", and specialized research at the municipal level.

Guizhou Koinca Digital Technology Co is facing high logistics costs and high transportation loss rates in its product exports. In response, the Qingzhen Economic Development Zone implemented the "3+2+3" mechanism and developed an innovative multimodal transportation model that ensures "one commission, one settlement, and end-to-end delivery," reducing cargo damage and reducing logistics costs by approximately 15 percent.
The Qingzhen Economic Development Zone plans to extend this efficient, low-loss logistics solution to more export-oriented enterprises in various industrial parks, injecting strong momentum into Qingzhen's foreign trade development.
