Five-year targets set for high-quality development

Qingzhen city in Guiyang, Southwest China's Guizhou province, has set goals and targets for the next five years.

Adhering to a high-end, green and intensive development approach, the city will strive to achieve a total industrial investment of 50 billion yuan ($7.67 billion) and total industrial output of 65 billion yuan, cultivate more than 260 industrial enterprises above a designated size, and promote the forming of local industrial chains, clusters and eco-systems.

The government will explore the "administrative committee + platform companies" operation model, store 4,000 hectares of land for industrial purposes, establish two million square meters of standard workshops, and set up a one-stop enterprise service center.

Qingzhen will strive to become a regional hub housing one million people with about 65 square kilometers of central urban area. It will also work to bring in more than 100 mid- and high-end manufacturing enterprises and some 25 billion yuan of investment in place.

In addition, Qingzhen hopes to be home to 35,000 market entities and 270 Sishang enterprises (referring to enterprises above a designated size in the industry, real estate, construction, wholesale and retail, accommodation and catering sectors) within the next five years.

A 200-million-yuan government fund for rural vitalization will be set up as well, and the average growth rate of total retail sales of consumer goods should remain above 8.5 percent. Authorities will work to add 322 new tourist market entities and 28 tourism enterprises above a designated level.

To balance the environment with the economy, Qingzhen will build a low-carbon circular economy and adhere to a differentiated method.
